Public Systems & Data Analytics LLC provides data integration, analytical infrastructure, and interactive tools for criminal justice agencies, treatment courts, probation departments, corrections organizations, and justice reform nonprofits. I specialize in integrating crime, corrections, and census data into reproducible systems that support decision-making, evaluation, and accountability. The firm is led by Robin Hébert, M.S., a practitioner–researcher specializing in justice institutions, political economy, and public-sector data systems.
I build comprehensive analytical datasets from fragmented sources. Crime, corrections, and census data - integrated with complete documentation and reproducible pipelines.
Custom dashboards that let you explore your data. Compare trends, examine eras, and export findings. Tools that actually get used, not shelved.
Analysis grounded in rigorous methods and practical understanding. I build systems that make complex institutional data legible and actionable.
This live Shiny dashboard integrates FBI Uniform Crime Reports, National Corrections Reporting Program data, and U.S. Census population data spanning 65 years and all 50 states. It demonstrates what’s possible when you properly integrate and visualize criminal justice data.Explore crime and incarceration trends across political-economic eras. Compare states. Build custom queries. Export your findings. This is what I build for agencies.

I understand criminal justice systems from angles that rarely exist in one person: as a practitioner who operates within the system, as a researcher who analyzes it structurally, and as someone who has experienced it personally.

I have worked in criminal justice for the past 9 years, including experience with the Criminal Justice Coordinating Council and in various Adult Probation officer positions. I know what institutional data actually captures, where it breaks down, and what questions practitioners need answered. I design systems that serve real operational needs.

I hold an M.S. in Applied Criminology and am pursuing my PhD in Political Science and International Affairs, where I’ve built what may be the first comprehensive integration of FBI Uniform Crime Reports, National Corrections Reporting Program data, and Census data, spanning 65 years across all 50 states.I'm writing my dissertation on how political-economic structures shape justice institutions. I use advanced statistical methods, reproducible pipelines, and interactive visualization to make structural patterns legible.

I have the perspective of someone who has sat on both sides of the table. There are many nuances in the ways institutional systems impact people, both internally and externally. My personal history allows me to be open to experiences that do not appear on paper and helps me dig deeper into the data to paint a complete picture of the world’s reality.
When you work with me, you get theoretical rigor, technical capability, practical wisdom, and ethical grounding. I’ve been on multiple sides of these systems.I build data infrastructure that respects both analytical standards and human dignity.I don’t just study justice systems from the outside. I build data systems from the inside out.
I provide specialized data infrastructure services for criminal justice agencies and reform organizations. Every project includes complete documentation, reproducible methods, and ongoing support.
I build comprehensive analytical datasets by integrating crime, corrections, and census data with agency-specific sources. You get reproducible pipelines, harmonized variables, complete documentation, and quality validation. Your data becomes research-grade evidence.
Custom Shiny dashboards designed for your specific needs. Filter by time period, compare jurisdictions, examine trends, and export findings. I create tools your staff will actually use, not reports that sit on a shelf.
Rigorous analysis of program effectiveness using appropriate comparison groups, statistical modeling, and transparent reporting. I help you understand what’s working, what isn’t, and why - with documentation suitable for funders and external review.
Comprehensive evaluation combining outcome analysis with practical insights. I understand treatment courts from multiple perspectives and provide analysis that accounts for both program fidelity and real-world implementation challenges.
Statistical analysis designed to answer your specific institutional questions. Whether you need descriptive trends, predictive modeling, or causal inference, I build the analytical infrastructure to get you answers.
Staff training on data systems, dashboard use, and interpretation of analytical results. I help your team understand and maintain the infrastructure after project completion.
Every project starts with a free 30-minute consultation to discuss your needs and determine whether it’s a good fit. If we move forward, you get a clear scope, regular updates, and delivery as agreed. I provide post-delivery support to ensure systems work as intended.I don’t promise undeliverable results, massage data to tell a preferred story, or ghost clients mid-project. I build systems that work and tell you the truth about what your data shows.
If you’re a probation department, treatment court, corrections agency, or justice reform organization that has data but doesn’t know what it’s telling you - I can help.I don’t do marketing. I don’t make your data say what you want it to say. I help you understand what’s actually happening so you can make informed decisions.Agencies I work with have data scattered across systems, unanswered questions, and a need for rigorous analysis without the consultant nonsense.
Schedule a free 30-minute consultation to discuss your needs and determine whether I’m a good fit for your project.I work with criminal justice agencies, treatment courts, probation departments, corrections organizations, and justice reform nonprofits. If you have data you don’t understand or questions you can’t answer, let’s talk.
